The Home Energy Assistance Program (HEAP) provides energy assistance to eligible residents to help offset their energy costs during winter months. Tioga Opportunities, Inc. contracts with the Tioga County Department of Social Services to certify HEAP applicants.

In addition to the certification of regular HEAP benefits, Tioga Opportunities, Inc. also certifies households for Emergency Heap assistance. These emergency and supplementary benefits are awarded to households that are expected to run out of fuel within a few days, or to prevent a shut-off.
